Subject: [VN-IEEE] Message to all VN-Section IEEE members From: "Nguyen Thanh Son" Date: Fri, 25 May 2007 13:37:59 +0700 To: Dear Colleagues, Our IEEE Section has been officially launched on March 05, 2007 during the RIVF 2007 conference in Hanoi. The Director of Region 10, Prof. Janina Mazierska, together with Prof. Jung Uck Seo, Past Director, and Prof. Nim Cheung, President of IEEE Communication Society had been among the representatives of IEEE Executive Committee. It has been obvious to everyone that we do have strong support from the Executive Board of IEEE Region 10. The first milestone for the official creation of the Section has now been achieved. Thank you, all members who have made greate efforts to get it done successfully. However, the core work is still there and we would like to call for your actively volunteering participation to the life of the Section. Three main elements are worth reminding here: - All participations to IEEE Section are based on the volunteer basis (IEEE’s principle), and - All activities, functions, responsibilities within the structure of the Section are elected with limited-term mandates. - All executive functions, following the IEEE standard mechanism, are elected on a rotation principle, i.e., Past, Current, and In-Coming executive positions participate into the management of the Operating Unit. This means that every member in our Section, Vietnamese and non- Vietnamese, can candidate for any position in the Section's Executive Committee. For the administrative issues, the office of the Section is temporarily setup at HCMUT, but can be changed when we grow up in the future. The Coordination Committee that was set up in 2006 comprising Prof. Duong Nguyen Vu, Prof. Ho Tu Bao, A/Prof. Cao Hoang Tru, and myself, to take care of the coordination, internally with the authorities and externally with IEEE, for the creation of the Section will be officially dissolved since the objectives are now achieved. The next step in the life of our Section is to establish an Interim Executive Committee, whose mandate is to be terminated in July 2008, during the Section General Assembly that will be organized during RIVF08 in HCM City. Three main objectives for the up-coming period (till July 2008) are: 1. To takeover RIVF conference series, and turn it into a Section's conference in ICT with the label of IEEE International Conference on RIVF in ICT. The Section will officially sponsor the conference with the co-sponsorships from IEEE Communication Society and the Computer Society (request in progress). 2. To develop at least two professional Chapters, we are thinking of the Radio-Electronics Chapter that has had long outstanding relationship with ComSoc, and of the Computational Intelligence Chapter since we do have more than 12 required members in this Society. Creation of Chapters is necessary to take advantage of the Distinguished Lectures program. 3. To develop a Section's international standard Scientific Journal in the field of ITC (result of the panel discussion session during RIVF07). The creation of the journal can encompass the period of the interim mandate, hence this objective is part of what we call “Special Projects.” 4. To develop Student Branches and activities, and to develop more memberships. The interim Executive Committee will thus have the responsibility to lead these four major objectives. I would like to call for your volunteer for the positions of the Interim Executive Committee: - Chair, - Vice-Chair (up-coming Chair), - Treasurer, - Secretary, - Membership Development Coordinator, - Conference Coordinator (in charge of Conferences), - ByLaws and Operational Manuals Coordinator - Technical Activities Coordinator (in charge of creation and liaison with Chapters and Societies), - Industry Liaison Coordinator, - Special Projects Coordinator (Creation of Section's Journal in ICT). - Student Activities Coordinator. All positions can be applied as current chair/coordinator or up-coming chair/coordinator to share the work to be performed and to maintain continuity. As a Founding Chair, I will participate to the Interim Ex-Com following the rotation mechanism of IEEE, to share the work, knowing that each mandate is only one year.
